Group Mentality- in progress

I feel like I never learned how to finish a painting, any feedback on this one would be useful...

I know that the sky will remain blank, if anything only tonal changes...

And the group will remain mostly monochromatic, but maybe more detail? or less detail? There's a few heads in the background that are particularily annoying me.
